ESEA Flexibility Waiver

New to our Federal Program, is the impact of the Elementary and Secondary Education Flexibility Waiver.   In order to give the districts in the state of Ohio some  needed flexibility in use of Title I funds to support district improvement efforts, Ohio wrote a  waiver so that schools in School Improvement Year II and beyond would be able to implement programs and processes that would meet the intent of the law but not have the restrictions of School Choice and Supplemental Education Services funding keep them from offering similar services within districts that would offer more direct assistance to students. 

This flexibility is in effect for the 2015-2016 school year.  Our district has elected to offer these services in lieu of the supplemental educational services that the law required last year.  In place of SES and School Choice the district instituted in school intervention periods for grades K-12, after school (extended school day) services for grades 3-5, on-line programs such as Moby Max and Accelerated Reader for grades 2-6, and extended school year ( summer programs)  for grades K-6.  There are also district requirements to participate in the Ohio Improvement Process which Sebring Local Schools instituted several years ago. Previously the district implemented a District Leadership Team and each building has a Building Leadership Team.  As part of the Ohio Improvement Process, this year B.L. Miller instituted teacher-based team meetings that focus on the intervention for students needing additional assistance in mastering grade level goals in reading and math.
